Shawn Moore Sr. founded The Moore Resource & Strategy Group in 2013 after recognizing a fundamental gap in the community safety ecosystem: the organizations doing the most important work had the least capable tools.
With over a decade of direct community violence intervention experience, Shawn built MRSG from the ground up — developing the Life Preservation Systems™ framework, designing the Cerebral Command Network, and securing the firm's first active municipal contract with the City of Milwaukee.
His approach is practitioner-first: every technology decision is evaluated against the reality of what outreach workers, case managers, and city leaders actually need to do their jobs effectively.

2013
MRSG Founded
Shawn Moore Sr. founds The Moore Resource & Strategy Group in Milwaukee, Wisconsin with a mission to build technology and frameworks that preserve life and prevent community violence.
2016
Life Preservation Systems™ Framework
The LPS framework — a neuroscience-based model for violence prevention — is developed and begins field testing with community organizations in Milwaukee.
2019
Cerebral Command Network Development
Development begins on the Cerebral Command Network, a 20+ module AI-powered community safety operating system designed for city-scale deployment.
2022
CCN Platform Launch
The Cerebral Command Network launches with its first operational modules, including the Live Dispatch Console, Mission Map, and Predictive Analytics Engine.
2024
City of Milwaukee Contract
MRSG secures an active contract with the City of Milwaukee Department of Community Wellness & Safety to deploy the CCN as the city's primary CVI technology platform.
2025
WORTH IT Program & Full Platform
The WORTH IT Program launches in partnership with Vision Zero Milwaukee and Children's Hospital of Wisconsin. CCN expands to 20+ operational modules.
